I'll bet you this was taken with a car mounted camera rig. I've seen these setups before and they are really cool. You can get great moving shots and keep the car in perfect focus. Because the camera is connected to the the car, you can do longer exposures and really only need to be driving 5-10 mph to get shots like this.
